Being understood for his expertise in maritime affairs, philanthropy, and entrepreneurship, Taylor embarked on his legislative expedition with the aim of representing the interests of the citizens of electoral District 3 in Maryland, particularly following the tenure of his predecessor, Rev. Dr. Isaac B. Roland.
Representative Roland’s failure to implement developmental initiatives over a period of twelve-years span highlighted the need for effective leadership.

Visibly in contrast to the past, within four months of taking office, Rep. Taylor has made substantial advancements in education and community empowerment.
The Lawmaker has awarded scholarships to considerable students at Tubman University in his home county, Maryland, as well as augmenting financial assistance to over one hundred additional students through a dedicated financial aid program.
Representative Taylor’s commitment to education was further demonstrated when he secured funding for the salaries of two hundred sixty-five (265) volunteer teachers and nurses, a shift that directly contributed to the graduation of students from Barrobo Central High School.
This accomplishment is particularly significant, as Barrobo Central High School has emerged as one of the top-performing schools in Liberia in the 2024 West African Senior School Certificate Examination (WASSCE).
During his brief tenure, Rep. Taylor has furthermore initiated various infrastructure projects aimed at enhancing the quality of life for his constituents.
He has overseen the construction of a nearly completed model radio station and town halls within District #3, as well as rehabilitating a critical bridge that connects the Karluway and Barrobo Statutory Districts.
Rep. Taylor is actively negotiating the construction of two new city halls in Karluway and Barrobo, alongside facilitating the establishment of a youth center aimed at empowering young people in the community. Demonstrating his commitment to local commerce, he has generously donated 30 bags of cement to help establish a marketplace in Dorrobo.
On the international stage, he continues to garner recognition for his contributions. In August 2024, he received an invitation from the Barrobo Development Association of the United States of America (BUDA-USA) to serve as the keynote speaker at their conference, bringing out his leadership on a global platform. Additionally, he participated in the United Nations General Assembly (UNGA) in New York in September alongside Liberia’s President and other lawmakers, further solidifying his role as an influential figure on both national and international stages.
Following this, Hon. Taylor attended an African Parliamentary Union (APU) conference in Chad from October 4 to 9, 2024, and is expected back in Liberia on October 10, where a celebratory reception organized by his constituents in Monrovia awaits him.
Upon his return, Hon. Taylor, as revealed by his diligent Chief of Office Staff (COS), Mr. Steven G. Goe, plans to distribute several thousand dollars to support market women in his district, demonstrating his unwavering commitment to alleviating poverty and uplifting the community.
