LIBERIA: Rep. Taylor Calls for the Establishment of Well-Staffed Secretariat

CAPITOL HILL, MONROVIA: Maryland County District 3 Representative, Austin Blidi Taylor Sr. has written the Plenary of the House of Representatives recommending the cancellation of most departments at the House of Representatives and be replaced by the establishment of a well-staffed and funded secretariat.

Representative Taylor in his Communication emphasized that the Legislature is known to be the first branch of Government among all three branches with the cardinal responsibilities of Lawmaking, Representation and Oversight.

He also indicated on being realized that the Legislature is the least functional among the three branches of Government due to its current structure that he described as consequentially limiting its performance in order to achieve it ultimate goals.

“Unlike the Executive and Judiciary branches of Government that have ministries, agencies, courts and sub-branches etcetera that enhances their roles and responsibilities, the Legislature only operate through committees without any secretariates for these committees or other auxiliary bodies that should aide in implementing its three cardinal responsibilities especially its oversight in an effective manner.”

He Added.

The Maryland County Lawmaker while expatiating on his Communication during the discussion highlighted the importance of the Secretariats.

He told his colleagues that the secretariat under each committee will adequately exert a proper legislative oversight per sector by monitoring and evaluation of the Executive and Judiciary on how their implementation of statutory responsibilities, disbursement of public funds and implementation of laws and so on, are carried out.

He Concluded that the decision is going to be a reform that will rebrand the legislature and render it much more effective where legislative dignity will be restored.
